Formal evening 2pc Prom dress

NWOT - Grey 3 layered tulle skirt with mirror like waist band. Not sure what you call those beads ? The top is a halter style and very very small. I can not even come close to closing the snaps I had to use pins for the pictures. There is absolutely zero give on the top. The neck collar is also very small.
