Octopus Wins At Carnival Nautilus Frame

This is an Octopus who won either a friend or its baby (maybe a snack, depends on how dark your world view is) at the undersea carnival. Original oil painting in tones of cerulean/ light teal, and handmade (and arguably crappy) basic nautilus frame. Glued to frame, but removable with minimal effort. 8x10” oil painted canvas, frame adds about 1/2” to all sides. Signed by artist. Does it count as outsider art if it was painted outside?
