Women’s Nine West zip-up, over the calf Boots

I purchased these thinking they were a size 8, they don’t actually say they are a size 8 anywhere that I can see, on the bottom they say 38, so 🤷‍♀️ I’m really not sure, they seem like a 7.5 or 8 to me. I will put as many pics of measurements as I can in the pictures. Ask any questions or tell me if I missed something. Thanks
