rhodyreseller @hamchristina201 Hi, thanks for your interest. The bottom of the smocked part, where the tie is, is about 15" (30) unstretched and 20" (40) stretched. I believe the natural waistline is lower than this but that part is loose and flowy and would be 20 (40) or more, depending exactly where your waist falls. I hope that helps.
