VTG 1990's Hearts Royal Blue Dress Size 6

Vintage 1990's Hearts royal blue dress. It has a higher neck, cap sleeves, shoulder pads and a fully functional zipper in the back. Please note that there is an untreated mark on the waistband and visible stiching that was used to make the slit smaller. The marks on the waist could easily be covered with a chunky 90's style belt!
