This dress has a lot of stretch.  Top of shoulder to waist hem measurement is approximately 12 inches (waist hem is high). Top of shoulder to bottom hem measurement is approximately 40 inches. Waist measurement at waist hem is approximately 28 inches or 14 inches across.
