Men's sleeves are measured from under the armpit and shoulders are measured from below the shoulder seam. The internet is a good place to see how men's clothing is measured. A tailor can shorten the sleeve and length up to 1" and take in the jacket for a perfect fit. Always worth the cost for a classic blazer you will wear for many years.
