minagerie @br0k3ncharm the measurements are 36" chest, empire waist is 34" (right below chest) and estimated hips 44"/free. I would say yes, it does run small. These are measurements for a reg 6. I usually don't buy Juicy brand but the chest size is a 6 in most brands.
