Vintage navy striped skirt

Length 27". Labeled a vintage size 10 but would fit any modern size 6-10 because of elastic waist. Waist measures 11" Unstretched. No label to indicate material. Most likely polyester. Could also be worn as a tube dress (see pic 3).
