White with black dots cropped off shoulder long sleeve top, new

brand new with tags, this is a white with black polkadot cropped shirt that features three-quarter length/long sleeves that have a piece of black lace running down them that shows your skin through it. The top is elasticized and can be worn on or off shoulder. There is a tie at the front that can be made to tighten or loosen the elastic. There is elastic at the waist and it’s made of a nice soft fabric. I am not sure if this is an extra small or a small, please see measurements. This is a sample from the batch when they created it.
