mikimakes @golfmom06 Hello! The measurement is all the way around. I am a size L and it fits me fine. I guess it depends on how you want the sweater to fit as well. It will most likely fit, but will be more fitted than boxy like on my mannequin. For your reference my bust form is a size 4. Hope that helps. :)
