This is a wrap design and has attaches at the waist via snaps and hook and eye closures and has buttons that keep the wrap design in place. Belt loops but does not come with a belt..would look great with a vintage silk scarf wrapped around the waist. Gorgeous fitted waist that has a draped skirt. Shoulder pads, Made in the USA with ILGWU tags. Designer tags have been cut out by a previous owner but I have authenticated this dress and confirmed it to be a vintage Bill Blass beauty!
