Sometimes I can get away with junior size one because sometimes they run a size or two small- if I’m referring to the model- she has about 2 inches on me in the waist. I see the dress has an elastic waist- but I don’t know if the skirt measured on the hanger at it’s smallest will fit me with a 23” waist. The hips don’t matter as it’s not a form fit dress and the bust ties so that doesn’t matter either. Again- back to the waist 😕
