Vintage Emkay Candles Blue Hobnail Pegged Candle Votive Sconce Insert. The rubber thing on the bottom has a tear in it. It doesn't stand up from the bottom. It has a candle in it but I cleaned it out and there's no sign of a candle being in there. There's a line you can see from the inside and bottom. I don't know if it's supposed to be there. It doesn't seem like a crack.
