Fake Shirt-tail Women's Accessory Size L Waist Stretches To 36" Layer Look

See pictures for measurements I cannot think of the proper name for this, but it is worn under a top that you want to have the appearance of layers like a tail, hanging out front and back. I guess you could wear it as a skirt, but it is very see-through. The measurement laying flat in the picture. I can stretch the waist to a comfortable 18 inches cross so that is 36 inch waist.
