Not pre-owned, light-use by company, very slight wear can be detected by looking up-close - not apparent when wearing. Specifically, on inside, there is some stretch of the lining (see photo). Also, on the inside of back skirt there is a numbered stamp not visible on outside (see photo). This is pre-consumer & was submitted by company to a textile recycling program in order to divert from landfill and extend garment life-cycle.
