In excellent condition! I don’t see a changing pad, but the inside is nice and clean as well as the outside. There’s a small white spot on the bottom as shown and the handles have minor spots as shown from being carried. I don’t see anything wrong with the threading of the handles, they seem to be well intact! Comes with the strap also.
