@carolineli098 hi it’s about 28 inches . Hard to say exactly the waist is a bit stretchy on the skirt
You can regulate with the belt to make it smaller if you need, but as well a bit bigger because It’s stretchy .
I’d say it’s more tight in hips . If you side S is perfect or smaller medium will work too
