NWOT Mod Cloth Skater Dress

New without tags this dress has been tried on but never worn. It was purchased a few years ago at a boutique that sold Mod Cloth overstock. The brand on the tag is Smak Parlour. The heavy black fabric has some stretch to it but the collar and tie at the neck do not. The measurements lying flat across the front are 19” at the bust, 16” at the waist and 30” from the neck to the hem.
