This item is new but the under skirt has two small pin holes. I tried to photograph but they were so small they didnt show up on camera, see pic 4, the next picture, 5, is to show the pin holes are not visable on the outter garmet. This skirt has a nice tulle underlay

It says size 28. But waist looks small ?
Is this comparable to a woman's size 8 would you say or is it really women's size 28?

@kristiehack Hello Thanks for looking at my closet. It is not a size 8. I have added some pictures with the tape measure on the skirt. I also added some pictures with the skirt lying across my mannequin. The mannequin best fit small to medium clothing for reference. The Tori’s size chart stated a 28 is equivalent to a size 5x. Take care.
