Ny&Company dress gathers on both sides high or low

Ny&Company xl dress. can be worn as high low . it gathers on both sides or just 1. very sexy or very sophisticated looking on. a silver chain belt or beads would look great on it break up all black (that's what I did) worn once to a meeting. cross posted retail value 59- no stains smell or holes.
