Hello, the length on these says 38”.
I have long legs, but they aren’t quite that long!

@cindyklatt hi there! The measurements are approximate and based on the item laying flat. The leg length is the inseam measurement. The rise is above that. Those two together are typically similar or exact to the total flat length. I can’t say whether it is a small or large 28”, so I would refer to the measurements and compare it to jeans that fit well that you already have. Hope this helps!
