Gorgeous skirt, would fit xxs-s. Some loose threads as shown on the edge of the skirt but I see no flaws, runs, etc.
Waist unstretched measures 10.5" across, and will stretch without risk of damage to 17", but it is a firmer elastic so isn't as comfortable that way.

@namason The elastic waist is a firm elastic but does have a lot of give.I would say that it would best fit up to a medium.I felt pinched and uncomfortable in it as an extra large
