Swim cover-up or caftan

I believe this is meant to be a swim cover-up it’s a thinner crochet net with some zigzag bright colored striping. There is a tie neck and sides are open but they are also tied with the same tie ending in tassels. I’m a sucker for tassels. This would be great in the fall with a tank top underneath it as a caftan also. In excellent condition
