TuffRider Black Winter Fleece Fullseat Riding Breeches size 26? 28?

TuffRider warm fleece inside fullseat winter riding breeches. They are in very good preowned condition but the print on the tag has disappeared. I think they are a size 26 as they feel tighter than the usual size 28 but based on measurements pictured that they could be a size 28. Inseam is 29”
