howtobefancy @harleyquinn83 hi there! Shoulder to waist is from the top of the shoulder seam down to the top of the waist seam (where it has bust gathers). That’s just there to help with the fit of the torso because it’s a slight empire cut. The waist at the smallest part is 15” taken lying flat (or 30” around). I hope that helps!
