VINTAGE 70s skirt Point of View blue floral flower power belted maxi M

Vtg Point Of View 1970s flower power hippie floral elastic waist tie belt maxi skirt. The hem of the skirt says the fabric is from "Peter Pan Fabrics Inc" and has a ribbed texture. Marked a 14 but fits more like a medium, please refer to measurements. There is some discoloration at the waist that has not been treated - not visible when worn.
