Vintage Baby Girls/Boys Toddler Big Kid Diaper Cover Bloomers Red Velvet Snaps

Not sure if this is a diaper cover or simply a pair of bloomers. It is lined with cotton, so it is not waterproof and it is rather large suspecting it would be more like a toddler size.
