Vintage cast iron bottle capper.
This industrial tool began in Sears catalogs in the 1910s. It uses leverage to force a metal bottle cap onto a glass bottle to seal the contents. I am guessing it is from the 1940s.
I have no idea if it still works -- I used it exclusively as a piece of art in my house. Handle does move up and down freely.
Rusted and stained appropriate for its age.
Base has holes to mount it to bench.
Painted red on part of the handle.
Approximate measurements: 17" tall and 1" wide.
