This skirt is absolutely gorgeous. It feels like a Poly nylon blend. It's a stiffer fabric. Will not be soft. The belt inserts through a hole and you cinch the skirt closed. And true wrap. Hard to get exact measurements due to this. It will fit many sizes. I pulled the loop through and left enough to still tie and it was 15 inches flat. So approximately a 30 inch around waist. Someone much more creative than me could figure out how to wear this if it was too small. 41 inches long.
